There is public data here. The problem is that key pieces cannot be joined.

What the federal claims file covers
Our 2024 Marketplace claims comparison comes from HealthCare.gov issuers. Washington runs its own Marketplace, so Washington’s absence from that federal file is expected—not evidence that a Washington insurer broke a reporting rule.

What Washington publishes
The state publishes a named Marketplace plan roster. Its Office of the Insurance Commissioner also publishes prior-authorization results, but those rows are labeled Carrier A through Carrier O rather than with insurer names.

What is consequentially missing
There is no reliable public key connecting an anonymous result to Premera, Regence, Molina, Kaiser, UnitedHealthcare, or another named carrier. Complaint counts are a different measure and cannot fill that gap.

What you can conclude
You can confirm that a plan operates in Washington and study statewide patterns. You cannot use these state files to claim a specific named insurer has a particular denial rate. That is the accountability gap we are documenting.
